Rehearsing
possible futures.

We’re developing simulations to explore how middle powers can navigate technological change and help coordinate those decisions.

Meet RAR

The approach

Policy takes place between people, institutions, and competing futures.

RAR is a Canadian-centric policy initiative focused on AI governance and coordination among middle powers. We’re developing an approach that brings actor mapping and simulation together to examine interventions before they are put into practice.

01

Actors & incentives

Who can change the outcome?

Map the institutions, interests, and constraints that shape a policy decision. Understand where influence sits and where interests overlap.

02

Simulations & interventions

What happens if we act differently?

Build scenarios around specific choices. Explore how an intervention could change behaviour, and where its assumptions might break down.

03

Coordination & strategy

Where is cooperation possible?

Examine how actors with different priorities might find common ground. Identify the conditions that could make collective action possible.

The people

Two perspectives.
A shared set of questions.
